An ordinance issued by the Reich Chancellor (equivalent to Prime Minister) of the German
Reich, Bernard von Bülow, in December
1904 provided that all children born to slaves in
Deutsch Ostafrika (German East Africa), now comprising
Rwanda, Burundi and the mainland
of Tanzania, from January 1, 1906 would be free.
